This is an exciting opportunity to contribute to the expansion of the Smart Group by procuring new NHS contracts in the Secure Settings, Justice, and General Health Care markets.

The Group seeks experienced Health and Justice NHS Procurement Experts with a proven track record of procuring public sector tenders in the health and justice marketplace, particularly in tender involvement in Mental Health, Physical Health, Dental and Specialist care in Secure Settings.
We will consider applicants who wish to work part-time as a consultant.
The ideal candidate would also be involved in understanding the criteria involved in successful outcomes for public sector tenders and would have experience with NHS Healthcare procurement tenders

MAIN PURPOSE

  • To write quality Public Health bids, ensuring compliance with requirements to the specifications of the tender
  • Working with the Directors to create Bid responses.

SUMMARY OF RESPONSIBILITIES AND DUTIES
Responsible and accountable for:

  • Developing and writing method statements in line with specification requirements, reflective of the budget and model devised.
  • Working with an external bid-writing company to ensure that high-quality, compelling bids are submitted on time.
  • Working collaboratively and effectively with other Subject Manager Experts (SMEs), ensuring that local intelligence is utilised to inform the strategy, complementing more comprehensive research and intelligence gleaned through solid and robust networks.
  • Leading and supporting the development of ad-hoc, business opportunities when required, developing business cases that secure additional funding and upselling our portfolio.
PERSON SPECIFICATION SKILLS & ABILITIES 
  • Experience of having worked in Health and Justice NHS procurement teams or having completed bids for Health and Justice NHS Contracts
  • Strong nursing, pharmaceutical, or medical background.
  • Excellent oral and written communication skills, including producing and presenting clear written reports and guidance, which interpret and effectively communicate/explain complex Health issues to various internal and external clients.
  • Ability to present effectively to a range of different audiences, including the ability to respond confidently to questions when under pressure in a competitive environment.
  • Ability to research and present bid responses to create a library of bid materials
  • Proven problem-solving skills and the ability to be flexible, exercise sound judgement and decision-making, and give sound advice often within tight timescales.
  • Good numeracy skills that enable interpretation of business modelling to complete financial elements of bids
  • Proven ability to undertake a diverse and demanding workload and deliver consistently high-quality work, using initiative, confident prioritisation skills, and working to competing deadlines.
  • Ability to think analytically and synthesise information.
  • Strong ability to use Microsoft Word and Excel and navigate confidently through a variety of web-based procurement programmes.

KNOWLEDGE 

  • Knowledge and awareness of changing political and operational agendas/priorities across Public Health and Wellbeing, the NHS, PHE, national health organisations, CCGs, Health and Wellbeing Board structures/roles /responsibilities, and an understanding of monitoring changes as they develop.
  • Some commercial awareness, strengthened with an understanding of procurement/spending priorities within the scope of our clients.
  • Understanding tendering/procurement procedures and the legality surrounding these processes.
  • Sound knowledge of key policies, guidelines and drivers for health improvement programmes, including prevention, lifestyle behaviour change and chronic disease management.
  • Knowledge of patient confidentiality, data protection and information governance.

EXPERIENCE

  • Experience of preparing bidding documentation to win business.
  • Ideally hold experience of working commercially in the Public Health sector and Health and Justice in particular
  • Evidence of tender development and production to secure firm commercial deals in Healthcare
  • Experience of project management and delivery of complex bids and/or projects successfully
  • Experience of working effectively, efficiently and co-operatively as a team member
